I downloaded the latest 1.1 tarball and installed it, I moved the *.dist
files to *, I edited conf.php to reference the MySQL database and have
imported the .sql file. If this is not expected behavior, what needs to be
done to fix it?

Yes, but only Kronolith from CVS (HEAD branch).
