No, I never tracked it down because the next rev of popup.js worked.
So I'm assuming something got inadvertently fixed and its not worth it
to track down bugs in old code.  If its not worth fixing in
FRAMEWORK_3_0, then at least this thread can serve as documentation
for some intrepid Googler.
