Im NOT an expert, but I've encountered this often.  Did you restart Apache
after the changes?  Did you modify the mem limit in php.ini?  At last look
for a .htaccess in Horde's root folder.  Sometimes a directive in that file
supercedes php.ini or a specific vhost declaration..
