No.  I know the Horde team does cut RPMs (but not as timely as the
tar balls).  I don't know if they also do or did .deb's.

I know serveral linux dists have custom versions of horde/imp, so it
could be outside of the Horde team.

Maybe someone else will answer with more definative data.

Well, doesn't sound good for .deb packages then, unless someone else wants
to take this on themselves...
