It is part of the CVS HEAD Horde package.  Define the needed accounts 
(presumably yourself) as administrator accounts in horde/config/conf.php
then you should see an "Administration" link show up in the horde menu
bar the next time you login.  This link takes you to the administration
setup page.  Select "Configure" or something like that to configure the
packages.
