Which is a NIS master/slave/client?  Does it have access to the user's
home directories?  Not that any of that is required...

Are they NFS exported?  Can the webmail access them directly via NFS/SMB/etc?

You can setup passwd by using a YP/NIS aware poppassd server.  Or you can
set it up natively on the web server if the web server is a NIS client and
supports PAM and you have a PAM-enabled poppassd server.  There are other
ways to do it, but those two are the cleanest.

For forward/vacation, we need more details. You can set it up over ftp
without problem, but with some potential security issues.  May be other
options but we need to know more details.

enough details.
