FTP is separate from file uploads.  You need ftp support if you are
using an ftp based driver in forwards.
 
I guess someone removed ftp checks from the Horde 2.2.1 test.php file?
Not sure why, since it is useful for debugging Horde (VFS) as well as
Horde modules...

If you click on that link, it will display your php setup.  View that
and check if you have ftp enabled.
