I assume you are using the poppassd backend?

I assume you installed a poppassd program?  If not, you probably want
to do so and use that driver.  If so, is it running?  If so, it it allowed
by your firewall and tcp_wrappers?  If you need help determining any of
the above, ask the sork mailing list (see http://lists.horde.org/).

Check your log files for errors...
