[sork] Server connection failed/FTP

Hello all,
    I am trying to get the vacation program installed and I ntice that it 
uses FTP. I have iptables running on the server blocking FTP and I do not 
have an FTP server running. I am not even sure why Vacation uses FTP since 
all my users are local to the system. Nevertheless, 1) do I need an FTP 
server and 2) What is the best way to secure Iptables to allow FTP access 
securely for just this application?
