Correct.  A H3 compatible version of vacation has not yet been released.

Sork does not have its own login like IMP (or gollem, etc) do.  So it
uses the Horde login credentials.  See below.

If you login to Horde as root, then Horde applications that don't require
a login will think you are root.  So in your case, passwd and vacation
will see you as root (not as what you logged into IMP with).  And you
disabled passwd/vacation for root, so hence the error you get.
