You'll need to login as the web server user, and do a manual SSH connection,
accepting the host key. Then the script should, if not work, at least get
past this step.
The expect script could probably be setup to handle this better, so if you
want you can file an enhancment bug report at http://bugs.horde.org/ asking
for it to better handle the situation where it is a first-time ssh connection
and ssh is prompting for acceptng the new key and/or whether to continue
because it is an unknown host.
