[sync] Convert charset windows-1250 to utf-8

Hi all!

  When I want to sync calendar with Synthesis SyncML in PalmOS,  
special characters (czech) get broken. In PalmOS I am using  
Windows-1250 and Horde uses UTF-8. Is
there any way to properly convert characters?
