Well, the error indicates that you don't have the SOAP package from  
PEAR installed. But the point is, you don't need it for SyncML at all.

This could only happen if either the client is not sending the correct  
content type with the request (application/vnd.syncml+xml or  
application/vnd.syncml+wbxml), or the web server/PHP is not correctly  
propagating this content type in the $_SERVER['CONTENT_TYPE'] variable.
