Well, that error code signifies that the client is unable to adhere to  
the requested policies. So, assuming that this is not a bug in the  
client, it would mean that one of the policies being sent to the  
client either does not make sense for this client or the client cannot  
enforce. Note that even if you don't explicitly fill in the  
permissions, there are default values that get sent (though I don't  
remember what they are off hand - they will be in the log).

If you/we can pinpoint which one is triggering the issue I can look at  
working around it. Since I don't have access to these builds, I can't  
really help narrow it down for you.
