So far, I was able to work around this my ensuring that the security
policies set on Horde match those that are set in Windows 10's group
policy editor, but this only works for "local accounts", and NOT for
accounts that use Microsoft Account credentials to sign in with. Note
that for some reason, I also had to explicitly enable "pop3/imap
accounts" in Horde's provision settings too. This makes sense, since
the Mail app allows these to be created - but since this is the
default, I'm not sure why MS requires this.
