I don't see how the two above are related. To answer your question, you could, 
but it's not supported, and I won't guarantee that it'll work or that it won't 
spontaneously break (having Horde infrastructure relying on IMP - or any 
module - isn't something that I'm going to let happen in this version of the 
framework; it's what made Horde 1.2 a joke as a standalone library).
