[turba] strange problem in turba (non cvs)

Another strange thing i noticed about this..
i saw someone else had a similar problem and never got an answer..

im currently running CVS Head along side this install in another directory, 
and it too has this problem. Its running updated  CVS as of 11-14-02 6:45pm 
eastern. Running horde/imp/sam/nic/klutz/jonah/kronolith/nag/mnemo/turba
