[turba] turba not working

Ok i installed turba as i installed all my other apps to my CVS HEAD frame
work
(all cvs d/ls are as of about 2am today CST)

All my apps work fine except for turba, i get the following error when i
open it.

Fatal error: Call to a member function on a non-object in
/usr/local/apache/htdocs/horde/turba/index.php on line 23

This lis line 21, 22, 23, & 24:

    include_once TURBA_BASE . '/lib/base.php';

    $uri = $prefs->getValue('initial_page');
    if (!empty($_SERVER['QUERY_STRING'])) {
