[turba] LDAP an german umlauts again - not possible?

Seems like right now we don't have the code to support this. A patch would be
great; short of that, opening an enhancement ticket on bugs.horde.org with as
many details/docs/pointers as you can get together would make sure that this
request doesn't get lost somewhere along the line.
