[turba] Re: UPgrading to latest CVS ... 'setup menu' blank

I have the same problem on multiple installations. I was able to track
it to the vfs section of turba's conf.xml. Removing it, or changing it
back to the 'old' way makes the config come back. I'm not going to
have time to troubleshoot anymore on this for a while, so hopefully
this info will give somebody else a jumpstart on what is wrong.
