[whups] Assigned states in new tickets?

After doing a CVS update this weekend, I've now noticed that when you
create a ticket, the 'Assigned' states are included in the chooser along
with the 'New' States.  I see this was intentional based on a recent CVS
checkin for create.php: "add the ability to assign tickets to someone on
ticket creation."

Are there plans to make this configurable or based on group perms?  For
example, we'll want to let our users create tickets themselves, but not
assign them, while members of our 'IT Support' group should be able to
do this on creation.  Its easy enough to code - just want to see if you
all think this is the right direction.

Should it be an option, group perm based, or both?
