[whups] Only Admin can create or edit tickets...

(Apologies for the length...)

I have Horde (HEAD) and the latest cvs of Whups installed.

If I login as admin I can perform any normal ticket functions i.e. creat new
ticket, assign to user, change priority etc...

But if I log in as a user and click on create I get the following:
" There are no modules which you can create tickets in."

I pulled this from the log (DEBUG):

Jan 06 03:23:00 HORDE: [info] [whups] whups:modules:3 not found [on line 206 of
"/var/www/html/horde/lib/Perms.php"]

I have created groups, added users to groups, created permissions, added users &
groups to permissions, with or without these nothing seems to make any difference...

Speaking of which, I created modules named Accounting, Sales, Front Desk,
Support etc... then created groups with the same names, then added users in
these departments to these groups, then created permissions and assigned groups
permissions...

I don't quite follow the Horde user, group, permission usage, internally I mean,
is there any docs on how Horde uses these internally?
(I have not found permission docs)

We have been looking for a really good, flexible ticket issue and call tracking
system after comparing whups to *a lot* of the open source & commercial ticket
systems we want to go live with whups asap, the problem above is the only thing
I have ran into...

Thanks for all your work!
