[whups] Cant create new ticket

Hello all,

When trying to create a new ticket I get the following message:

"There are no clients associated with this queue; until there are, you 
cannot create any tickets in this queue."

I see nowhere to create new clients.  When editing/creating a new queue 
I do see the area where you assign particular clients to a queue, but 
its blank.  I'm running the latest version of horde framwork and whups 
as of last night 7/28/04.  Any suggestions?
