[whups] Assigning permissions

Sorry if I'm not making myself clear.  I want to allow another user  
"assign" and "update" rights to a queue without being an admin.  I  
also want to limit which users can create tickets in this queue.  I  
would certainly have read the directions for doing this in Whups, but  
there doesn't appear to be any.  Thanks for any instructions you can  
offer.
