[whups] blank database

When I access as an admin, I am able to edit the Default States and
Default priorities, but there is no tab for queues or versions.   But
even when I do edit these states and priorities - it just rewrites the
conf.php file, and I dont see these in the pull down menu on the new
tickets page.
