Is this intended to be a user-modifiable configuration file (in which
case, should it be .dist), or not (in which case, should it be in
config/)?

Fulla questions today.  :-)  As I'm creating the RPMs I'm noticing these 
things, but in general, I'm noticing how much more consistently the tree 
is laid out, relative to 1.2.x/2.2.x -- makes it much easier to package.
