[dev] vfs_sql_file fix

I fixed the move and copy functionality for the sql_file driver.  Now you
can move and copy folders in the sql_file driver.  Also added a small check
to see if a person is trying to move a parent folder to a child folder (if
so, then return a PEAR_Error and do not allow it). Hope this helps :)
