[dev] Possible Horde Module

I am considering implementing a Education module that will implement the
following:
* student coursework submission
* teacher review

It will take advantage of several existing module, probably including
IMP and Orator to access additional usful fuctions.

As I'm new to Horde development, how do I get started.  I've already
started reading about the Horde framework and looked at implementing a
simple interface, but if I was to start this module, what needs to
happen for it to be added to the official Horde modules.
