I have a local mod related to this that may be of interest.  I have quotas for
ansel and gollem (for the sqlfile vfs backend) using a class derived from
IMP::Quota.  its a rather ugly relationship, so I havent mentioned it till now.
 If Quota.php were to get moved to /horde/lib, then I'd consider cleaning up my
patches and offering them (time allowing).
