Have you looked at Gollem? It's more of a file manager than a document manager
at this point, but a lot of changes have been made to it with document
management in mind, and that's still on the desired roadmap for it. It'd be
great to have you doing work adding to an existing app, instead of starting
something completely new and a bit duplicative.

I just use emacs. Use whatever you're comfortable with.

It entirely depends on your project. I'd like to hear more about the
requirements you have for your document manager, and that'll help us to answer
this.
