[dev] Net_SMS port to spip

Bonsoir,
I was a dev by pear's Net_SMS.
Actually the only one not from Horde.

I'm working now by spip, http://www.spip.net/
We got interested in Net_SMS and decided to port it in our plugins system.

As spip has its own technical tools, I decided to keep only the Horde's 
Net_SMS but wrap around the PEAR stuff. It's done by a bash as in
http://trac.rezo.net/trac/spip-zone/browser/_dev_/genere_lib_sms
Changing names to avoid possible clashes , wrapping back PEAR only calls 
to spip's machine.

I privileged that way as we can then easily back port and be thanks full 
to you.
So far , clickatell and sms2email work fine , really no complaint ,
I'm happy, thanks how nice this package is.
I look forward this will move to more co-operation.
