[dev] patch for displaying week # according to $_prefs['week_start_monday']

Hello,

I have developped a small patch to display the week # on the first day 
of the week according to $_prefs['week_start_monday'] instead of always 
displaying on monday.

I know that this has been classified as  "resolved/not a bug"  (ref 
ticket: http://bugs.horde.org/ticket/?id=710 ). So I am just sending 
this in case someone might need this "feature".

Currently, this patch will always display the Week # of the second day 
of the week (either monday or tuesday), so that if the week starts 
sunday, you still get the same Week # as if it had started monday, just 
displayed a day earlier. If the week starts monday, well tuesday has the 
same week number anyways.
