[horde] can't log in to horde

[Hermit]

I have been playing with config scripts for hours and haven't found an
answer in the archives.

I just uninstalled and did a fresh reinstall with the rpm's for RH7.2.

Everything seems to be ok except I cannot log into it.  Should the stock
install let a someone with an account on the local machine log in?  I
can't find anything about how to get in as admin other than one line of
code in a file where you can specify WHO is allowed to admin.  But if I
can't get in......
