[horde] Modifying html.php has no effect on page

Greetings-

  I am modifying html.php (/horde/config/html.php) in order to adjust the look 
and feel of the site. It seems that none of the changes actually change the 
page sent to the browser. I have tried disabling css caching, and the same 
thing happens. Is there a flag somewhere to make it use these files? I've 
checked the docs and cannot find anything.
