[horde] Modifying html.php has no effect on page

I had the same issue, problem is, it isn't a problem with Horde.  It's with the 
browser(s) and the way that the .css are cached on your system.  Try these:

1.  Close out your browser, and then open it back up and browse back to the 
page.

2.  Delete your temporary files from within your browser (ie. purge the cache)
