Actually, the php-mcal RPM is available at 

   ftp://ftp.horde.org/pub/RPMS/i386/rh7

although, there is no mcrypt package.  I'm running with mcal, but have not
tested its functioning.  The trivial test

 <?php phpinfo() ?>

and the horde/test.php show it active.
