[horde] where is horde/admin

sorry, for this basic question/problem

but it seems there is no admin folder on many ftp archives of horde-2.1,
i just tried to install with imp-3.1 (and some others).
i install all modules on an openBSD 3.1 box with no problems, test.php
were ok, but i didn't find the way to create users.

i check the cvs, where i find the folder admin (confirmed by the mail
archives) but  i don't manage to recover all files (like add.inc,
update.inc,  list.inc, ...don't see it in cvs:horde/admin)

So is it me who is too tired  :), or is here a real problem ?
