[horde] Horde HEAD Themes

Fixed the horde docs tell you to chmod 0440 config/* and ofcourse the
themes directory is in there you need to do chmod 755 config/themes
after.

Chris, 

    I'm currently using the HEAD stream of the entire Horde Framework
(guess i 
like living on the edge? - nah, you guys do a heck of a job keeping the 
platform stable, anywho -) and the themes work fine for me. What's the
problem 
you're going through? I'm guessing they don't change? Any errors in any
of the 
logs?
