Your missing something.  But what?

What version of php?  Do you have xml support in it?  Any errors on
horde/config/test.php?

I had similar results when I didn't have the right php setup.  Needs at
least PHP 4.2.1, and needs some xml support (but not sure really which 
xml support is needed myself).
