[horde] can't install horde framework

hi, i am trying to use PHPMyAdmin to install the mysql_create.sql file, and i am
having no luck....

here's the error message:
 
SQL-query :

REPLACE INTO user( host, user,
PASSWORD )
VALUES (
'localhost', 'root', PASSWORD( 'cassiemarie' )
)

MySQL said:

Table 'chris_db.user' doesn't exist

is there something i am doing wrong?  or how do i install the database and
framework?
