[horde] Horde Can't Load Admin

I have the inital user admin set in the $conf['auth']['admins'] = new
array( 'admin');

but it still gives me the following error

Mar 11 11:58:39 HORDE [debug] [] User  does not have READ permission
 for horde [on line 637 of "/usr/share/pear/Horde/Registry.php"]

Try setting your username as an admin in $conf['auth']['admins'] and
then
setting the permissions on Horde and other apps once you're in.
