Not yet. One should be part of the documentation that we generate for 
the Horde
3.0 release.

The only permissions that have meaning for applications right how are VIEW and
READ. View means you can see it in menus; READ means you can access it.

The way application permissions work, if the permission is NOT present, it is
assumed that only authenticated users can use the application. If the
permission IS present, though, then the permission must allow the current user
(or guest) the appropriate level of access.
