[horde] A request for Windows documentation

What exactly was he having problems with?  There are a lot of quirky things
with Windows and extensions, esp. copying them around, and downloading file
A for extension B that needs to be in location C otherwise it won't work.
The other odd thing was with the install-packages.bat file and Pear.  I
can't remember the details, but I think it was just an env. Variable issue.

I just did a clean install of Apache, PHP, MySQL and Horde in under 2 hours
yesterday for a new server I'm going to utilize, so I'm curious as to what
exactly his problem was.  If it was the install-packages, I'll maybe go back
and try it again to see if it's a common issue, or it was just me :)
