Are you sure? Your include path doesn't look  correct:

/apache/fileset/apache/htdocs/horde/lib.:/apache/fileset/php/lib/php

I think there is a missing colon and you meant:

/apache/fileset/apache/htdocs/horde/lib:.:/apache/fileset/php/lib/php
