[horde] Horde configuration generation fails

My virtual domain is set up that way... http://mail.domain.com/horde/. 
SquirrelMail works, so I know php is running. I also have two other 
domains which are php-powered, www.domain.com, and www.domain2.com, 
which all work. There could still be an issue with apache or with php, 
but whatever the problem is, it doesn't affect anything BUT horde. 
That's the strange thing about this. I have also verified that I have 
all the needed PEAR packages...

I even tried a www.domain.com/horde setup, and it gave me the same results.

When I enter the Horde admin page, I see the options. I can click on the 
tabs and make changes. Its when I hit "generate configuration" when 
things go wrong - that's when I get prompted to download a zero-byte file.

Ideas? I'm ready to pull my hair out...
