[horde] Why not pear?

The infrastructure wasn't quite there for it when we released Horde  
3.0, and it's on the wish list for Horde 4. It hasn't happened in  
between because of time and backwards compatibility concerns - mainly  
time, though perhaps BC would have stopped us eventually.
