[horde] Switching from commercial product, trying to reproduce a few features.

Take a look at Ingo (www.horde.org/ingo). Most of the functionality
you want is there.

This very depends on what authentication driver/backend you are
using. If your users are on MySQL then sure, Horde can be adjusted
pretty easily for account management.
