[horde] Handling heavier number of users - splitting up the modules

What is the better way to create the email user accounts. Ideally i would like to the sysadmin to be able to create the user accounts via an interface. That was why i was thinking of putting a link within horde for openmailadmin. Could u please elaborate on the other options you mentoned. Appreciate the assistance.
