Escpecially for SyncML there is http://wiki.horde.org/SyncMLProblemReport
More generally we have http://www.horde.org/support.php which points  
to http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. I agree that  
this could be more prominent.
