[horde] new install unable to logon

Hello All,

I have newly downloaded horde v 1.2.5 using mysqli.  I ran the setup  at 
the command line & created the admin user  
horde/scripts/sql/script.initial_horde_user.sql.   But when I logon 
using that user it reloads the login page.  In the login file I see 
"Login success for admin". How do I get to the administrative setup ?

This is the same problem

Help, where do I look?
